The earth's atmosphere is constantly expanding and contracting slowing down circling space debris and then pulling it in with gravity. A planet with rings would have a balance point where a satellite is close enough to not get hit by the ring debris but far enough away from the planet to only be hit by the largest of breathes mew. Satellites do have on board propulsion systems to constantly keep correcting for any and all changes to keep the satellite on course.
